Infant formula is regulated more tightly than almost any other consumable, and the rules are stricter than for general food because the consequences of a compositional or contamination problem are severe. Korean formula is not an exception to any of it.
Why formula is treated differently
US rules impose specific nutrient composition requirements, manufacturer registration, and quality control standards on infant formula, plus mandatory notification before a product enters the market. Foreign formula that has not gone through this process is technically an unapproved product regardless of its quality in its home market. Formula is also heavy at roughly 800 g per tin, which makes it an expensive item to ship even before the regulatory position is considered.
The practical import position
Small personal shipments have been treated with discretion at times, particularly during domestic supply shortages, but the baseline legal position is that unapproved foreign infant formula is subject to refusal. Building a feeding plan around imported formula is a genuine risk because a seized shipment leaves you without food for an infant. Korean formula is also formulated to Korean nutritional standards, which differ in some micronutrient levels from US requirements for the same age band.
Other infant products
Non-consumable Korean baby goods are a different matter entirely. Clothing, carriers, bath products, bottles and feeding accessories import normally. Baby skincare falls under cosmetics rules and is routinely imported. The restriction is specific to formula and infant food, not to the category broadly. Korean baby carriers and strollers are a strong category, well designed and priced 30-50% below equivalent US retail for comparable brands.
Baby food and snacks
Korean infant snacks and rice puffs are processed shelf-stable foods and generally follow ordinary food rules, provided they contain no meat or dairy components that trigger separate restrictions. Read the ingredient panel rather than assuming. Rice-based infant snacks are generally the safest subcategory, while anything with milk powder or meat content is where problems begin. Serving-size and allergen information on these is also printed in Korean only, which is worth translating.
