Somewhere in a Korean signup or checkout flow you will hit a screen asking you to verify through a mobile app called PASS. It looks like a two-factor step and it is not. It is a national identity verification system, and it is the single most common hard stop for foreign buyers.
What PASS actually verifies
PASS is operated jointly by the Korean mobile carriers and ties a verified real name and identity number to a specific phone line. When a site asks for PASS verification it is confirming that a real, identity-verified Korean resident holds that phone number, not just that you can receive a text message. The app itself is free and installable anywhere, which misleads people into thinking the barrier is technical when it is entirely an identity one.
Why a Korean SIM alone is not enough
A prepaid tourist SIM gives you a Korean number but not a carrier contract registered to a verified identity. PASS verification against such a line fails, because the carrier has no verified identity record to check. This is why the common advice to just get a Korean number does not work. Data-only and eSIM tourist plans are further removed still, since they frequently do not issue a Korean number capable of receiving verification messages at all.
What triggers a PASS request
Account creation on most large Korean platforms, age-restricted purchases, high-value transactions, adding a payment method, and password recovery. Some sites request it only once at signup; financial and telecom services request it repeatedly. Some sites offer an alternative verification by Korean credit card or bank account, which is not actually an alternative since both require the same identity foundation. Sites also re-request it periodically, so a one-time success does not mean permanent access.
The realistic workarounds
There is no legitimate way to obtain PASS verification without Korean residency and a carrier contract in your name. The practical routes are ordering through a service whose Korean account is already verified, or restricting yourself to the small set of Korean sites that accept guest checkout without verification. The set of sites accepting guest checkout has shrunk over time as platforms consolidated, which is why the workaround list gets shorter each year.
