Consolidation is nearly always presented as free money, and it usually is, but not always. The calculation has three parts: what the second box would cost, what holding costs you, and what the delay is worth. Doing it once for your own situation gives you a rule you can apply thereafter.
The basic comparison
Two separate 2 kg boxes typically cost about 25 to 32 USD each, so 50 to 64 USD total. One 4 kg box costs roughly 38 to 48 USD. The saving is therefore about 12 to 20 USD per avoided shipment. That number is remarkably stable across weight bands, because the fixed portion of a shipment is where the duplication happens.
What holding actually costs
Free storage periods are commonly 30 to 60 days, after which fees apply, often a small daily charge per package. Waiting inside the free window has no direct cost. Waiting beyond it can quietly erode the entire saving, which is the most common way consolidation goes wrong. A package sitting three extra weeks past the free window at a small daily rate can easily consume 10 to 20 USD, which is the entire saving you were waiting for.
The costs nobody puts in the spreadsheet
Risk that the item you are waiting on gets cancelled, leaving your first purchase sitting for weeks. The chance a holiday shutdown lands in your waiting window. And the value of having the thing you already paid for. For a time-sensitive purchase, paying 15 dollars extra to have it now is often obviously correct.
A rule that works
Consolidate when the second item is already ordered and expected within about two weeks, and ship immediately when it is not. Waiting for an item you have not yet ordered is where people lose a month. If the outstanding item is a pre-order with a distant release date, ship the rest and treat it as a separate shipment.

It combines the shipment into a single declaration, which changes how the total value is assessed rather than reducing it. The saving is in freight, not duty.
Is there a limit to how much I can consolidate?
Practical limits come from box size and carrier weight caps, commonly around 30 kg per box for express services. Beyond that you are shipping multiple boxes anyway.
Should I repack items out of their retail boxes?
For bulky items yes, because volumetric weight often exceeds actual weight. For collectibles where the retail box has value, no. Say which is which when requesting.
